Most of my practice emphasizes Workers' Compensation and related matters. I have represented thousands of claimants in the Commonwealth of Pennsylvania before Workers’ Compensation Judges and the Appeals Board. I have represented hundreds of City of Philadelphia workers from all departments in disability and disciplinary matters. I am an acknowledged expert in matters involving the relationship between the City of Philadelphia Civil Service System, its secondary employment system, its pension system, its Heart and Lung system, and Pennsylvania Workers’ Compensation. I represent members of all City Unions regarding these disability issues and must have an understanding of individual City contracts plus the Pension Ordinance, as well as the Pennsylvania Workers’ Compensation Statute and the Pennsylvania Heart and Lung Act. I have testified as an expert in the field of workers’ compensation in the Court of Common Pleas (PFA v. PMA, CP Court, Harrisburg, Pennsylvania). I have also participated as an expert in these medical malpractice cases with issues involving the Pennsylvania Mental Health Procedures Act. For several years I supervised and participated in the firm’s representation of several insurance companies and employers, including Zurich-American Insurance Company, Fireman’s Fund Insurance Company and Mercy Catholic Health Systems. Zurich-American Insurance Company selected our firm as its sole legal representative in worker’s compensation matters for the entire southeast region of Pennsylvania from 1993-1997.

I conducted Mental Health Commitment Hearings, received evidence, made court rulings and recommendations to the Court of Common Pleas on Commitment Petitions filed pursuant to the Mental Health Procedure Act of the Commonwealth of Pennsylvania.
From 1985 – 1991, Served as Special Master of Mental Health for Philadelphia County. My responsibilities included all those of a mental health review officer plus presiding over Mental Retardation Hearings and Vecchione hearings concerning appointment of guardians to receive Federal Disability checks for those declared incompetent under state law. I served as the Administrative head of this Court Unit. I administrated a staff of seven, including three Mental Health Review Officers, two secretaries, a court reporter as well as myself. Hearings were held five days a week at two locations per day with yearly dispositions running from 7,500 – 9,500 petitions.
